Discussion of the Address of the President of the Republic of Kazakhstan N.A. Nazarbayev on the issues of the redistribution of the powers among the branches of the state power and the Message of the President of the Republic of Kazakhstan N.A. Nazarbayev to the people of Kazakhstan: “The Third Modernization of Kazakhstan: Global Competitiveness ”.

The last days of January 2017 were marked by important events in the national political life of Kazakhstan. On 25 January we listened to the Address of the President of the Republic of Kazakhstan N.A. Nazarbayev on the issues of the redistribution of the powers among the branches of the state power. On 31 January there was published the Message of the President of the Republic of Kazakhstan N.A. Nazarbayev to the people of Kazakhstan: “The Third Modernization of Kazakhstan: Global Competitiveness”.

On 2 February there was held an enlarged meeting of the Academic Council devoted to the discussion of the documents mentioned above with the participation of the employees, the teaching staff and the representatives from the students. In his speech the Rector of the Institute Academician A.K. Kussayinov marked that the Address of the Head of the state was a historical event in the social-historical life of Kazakhstan. This is the logical continuation of all the reconstructions implemented in our country during the years of its independence. In his speech N.A. Nazarbayev pointed out the directions of the political system reformation. The redistribution of responsibilities among the branches of power suggested by the President will improve the effectiveness of the system of government. This is one more step to further development of democracy in our country. According to his Address the president will implement strategic functions: to execute the role of the ultimate arbitrator, to be responsible for the foreign policy, national security and defensive power. The Parliament will be responsible for the legislative power, the Government – for the executive power. The division of powers among the branches of power means definite responsibility, accountability of the power to people.

Prorector K.A. Akhmetov in his speech emphasized that in the Message of the current year President of RK N.A. Nazarbayev pointed to the necessity of creating a new model of the economic growth calling the forthcoming changes the Third Modernization. Among the priorities there were pointed out: technological modernization of economy, stimulating of business, and reduction of the role of the state in economy, the struggle against corruption, extremism and kiber-crimes. In his Message the President put forward the idea of improving the quality of human capital and underlined the role of the system of education: “Our goal is to make education a central chain of a new model of the economic growth. The education programmes must be focused on the development of the abilities of critical thinking and the skills of independent searching of information”. President N.A. Nazarbayev pays a special attention to the quality of the system of higher education: “We should strengthen control and add demands towards the staff of higher educational establishments, the level of their material-technical provision and educational programmes”.

In their reports Mamadil K.A., the Dean of the Institute, Volkova L.V., the Head of the Department of foreign languages, Tazhbenova G.D., the Head of the Department of economic and mathematical disciplines, Amanbayev A.Zh., Professor of the Department of Pedagogy, Idrissov K.Z., Professor of the Department of state and legal disciplines, Zhumabayev Ye.Zh, Docent of the Department of state and legal disciplines, Mukazhanov K.M., Professor of the Department of state and legal disciplines, Tyrnyhan N., the Chairperson of the Committee on the youth affairs, Yermakova T., the holder of the scholarship of the President of RK supported the reforms of the Head of the state which are directed for strengthening the state, democratization of the Kazakhstani society, modernization of the economic development of the country.
