Procedure for the Allocation of Dormitory Places and Check-in

Dormitory accommodation is provided for the entire academic year, excluding vacation periods.

2.1. Application Procedure

A student requiring dormitory accommodation must submit the following documents to the dean’s office of their institute:

• a completed application form approved by the academic advisor (curator);
• documents confirming eligibility for priority accommodation (if applicable).

2.2. Decision on Accommodation

Decisions regarding dormitory accommodation are made by the Institute’s Dormitory Allocation Committee, chaired by the Vice-Rector for Social and Economic Affairs, in accordance with the Rules for the Allocation of Places in Dormitories of State Educational Organizations, approved by Order No. 66 of the Minister of Education and Science of the Republic of Kazakhstan dated January 22, 2016, pursuant to Subparagraph 46-13 of the Law of the Republic of Kazakhstan dated July 27, 2007, “On Education.”

2.3. Allocation of Places

The Committee allocates dormitory places based on the student’s written application submitted in the prescribed form.

2.4. Eligibility

Dormitory places are allocated to students who require accommodation upon submission of a certificate confirming the absence (or presence) of real estate ownership, issued in accordance with the State Service Standard “Issuance of a Certificate on the Absence (Presence) of Immovable Property”, approved by Order No. 246 of the Minister of Justice of the Republic of Kazakhstan dated April 28, 2015 (Registration No. 11408).

Applicants must not own residential property (an apartment or house) in the city or locality where the educational institution is located.

2.5. Priority Order for Dormitory Allocation

Dormitory places are allocated according to the following priority order:

1. Persons with disabilities, including persons with disabilities since childhood, persons with Group I or II disabilities, children with disabilities, orphans, children deprived of parental care, and applicants whose one or both parents have disabilities.
2. Young people who were left without parental care upon reaching adulthood; persons entitled to benefits equivalent to those granted to veterans and persons with disabilities of the Great Patriotic War; applicants from rural areas admitted to specialties contributing to the social and economic development of rural communities; and ethnic Kazakhs (Qandas) who are not citizens of the Republic of Kazakhstan.
3. Students enrolled under the “Mangilik El Zhastary – to Industry!” (“Serpin–2050”)
4. First-year students awarded the “Golden Medal”distinction, winners of Presidential, international, or national Olympiads and competitions, as well as applicants who graduated with honors and possess the relevant educational certificate, diploma, or transcript.
5. First-year students admitted under the state educational grant who achieved high scores in the Unified National Testing (UNT), Comprehensive Testing, entrance examinations, or institutional admission tests.

If applicants receive equal scores, priority is determined based on the student’s financial circumstances, confirmed by an official certificate indicating eligibility for state targeted social assistance or other supporting documentation in accordance with the legislation of the Republic of Kazakhstan.

6. Senior students who demonstrate outstanding academic performance and actively participate in research and community activities.

2.6. International Students

International students are provided with dormitory accommodation in accordance with international treaties and intergovernmental agreements.

2.7. Committee Decision

Following the review of applications, the Dormitory Allocation Committee makes the final decision regarding the allocation of dormitory places.

2.8. Exceptional Circumstances

The Committee may allocate accommodation to students whose need for housing has arisen due to unforeseen family, financial, or other exceptional circumstances.

The Committee may also decide to evict students who violate dormitory regulations or the University’s Charter based on a justified recommendation.

2.9. Stages of Dormitory Allocation

Dormitory places are allocated in the following stages:

• At the end of the academic year (June):allocation for continuing students (all years except first-year students) in accordance with Section 2.5.
• Before the beginning of the academic year:allocation for newly admitted first-year students and transfer students in accordance with Section 2.5.
• During the academic year:allocation as necessary due to changes in dormitory occupancy or for students who have transferred or been reinstated.

2.10. Accommodation Referral

Based on the approved accommodation list signed by the Chair of the Committee, students are issued an official referral authorizing them to move into the dormitory.

2.11. Check-in

Students who receive a dormitory referral must check in within three (3) days or notify the Institute administration of valid reasons requiring an extension of the check-in period.

Failure to do so will result in the cancellation of the accommodation referral.
