ON ACADEMIC MOBILITY

The development of academic mobility as one of the principles of the Bologna Declaration is defined as one of the target indicators. Academic mobility at the A.K. Kussayinov Eurasian Humanities Institute is carried out on the basis of the following regulatory documents:

1. Law of the Republic of Kazakhstan “On Education” No. 319-III dated July 27, 2007 (as amended and supplemented as of February 13, 2012);
2. Rules for Organizing the Educational Process Based on Credit Technology of Education (Order No. 152 of the Ministry of Education and Science of the Republic of Kazakhstan dated April 20, 2011);
3. Rules for Organizing the Educational Process Based on Credit Technology of Education (Order No. 198 of the Ministry of Education and Science of the Republic of Kazakhstan dated June 2, 2014);
4. State Compulsory Standard of Higher Education (approved by Resolution No. 1080 of the Government of the Republic of Kazakhstan dated August 23, 2012);
5. Instructional Letter of the Ministry of Education and Science of the Republic of Kazakhstan “On the Organization of Academic Mobility of Students” (No. 03-3/1047 dated June 21, 2011);
6. Order No. 613 of the Minister of Education and Science of the Republic of Kazakhstan dated November 19, 2008 “On Approval of the Rules for Sending Students Abroad for Education, Including within the Framework of Academic Mobility” (as amended as of March 31, 2015).

Academic mobility of students, teaching staff and employees contributes to improving the quality of higher and postgraduate education, increasing the effectiveness of scientific research, improving the management system, establishing external and internal integration links, and fulfilling the mission of the A.K. Kussayinov Eurasian Humanities Institute.

Academic mobility of students is one of the priority areas of the Institute’s activities and contributes to improving the quality of education, increasing the effectiveness of scientific research, establishing external and internal integration links, and fulfilling the Institute’s mission.

There are two types of academic mobility: external (international) and internal (national):

• External academic mobilityinvolves students studying at foreign higher education institutions and teaching and research staff working at foreign educational or research institutions.
• Internal academic mobilityinvolves students studying at leading higher education institutions of Kazakhstan and teaching and research staff and employees working at leading Kazakhstani higher education institutions.

• Academic mobility of students is carried out within the framework of inter-university cooperation agreements, exchange and scholarship programs, international programs, and memoranda of understanding for the following purposes:
• studying under student exchange programs;
• participating in summer semesters.

• The coordinator subsequently collects students’ applications with justification.
• The application with justification shall indicate the purpose of the trip, destination, period of study, year of study and language of instruction, specialty, and the expected source of funding.
• The application with justification shall be accompanied by a written recommendation from the relevant department, written confirmation from the partner university of acceptance for study, an individual study plan, and an academic transcript.
• Academic mobility of students carried out within the framework of agreements concluded with partner universities is implemented on the basis of an order of the Head of the Institute on sending students for study for a specified period, both within Kazakhstan and abroad.
• The main selection criteria are: completion of one academic period at the student’s home university; academic performance with grades of “A”, “A-”, “B+”, “B”, or “B-”; and fluent knowledge of a foreign language (where possible, possession of a foreign language test certificate) in the case of mobility to a foreign university.
• Upon completion of studies under an academic mobility program, the student is issued a transcript containing information about the study program and a list of completed courses with the corresponding credits and grades expressed in both letter and numerical form (according to the national grading scale and the ECTS scale), reflecting the student’s academic achievements.
• Based on the student’s transcript, the credits are subject to mandatory transfer and recognition using the conversion coefficients of the Kazakhstan credit transfer system based on the ECTS model.
• The documents required for participation in external academic mobility are determined in accordance with the requirements of the program and the host country.

Academic Mobility of Students from Partner Universities

1. The basis for considering the invitation of students to participate in academic mobility is a request from the partner university and an application with justification submitted by the participant of the exchange program.
2. The decision to invite students within the framework of academic mobility is approved by an order of the Head of the Institute on the basis of the documents provided by the sending university. All documents related to studies are submitted to the Academic Mobility Office.
3. The University addresses issues related to accommodation and the stay of students in accordance with the procedures established by the Institute.
4. Upon successful completion of studies at the Institute, the Registrar’s Office issues a transcript reflecting the student’s academic achievements.

Application Procedure and Forms for Completion

Academic mobility at EAGI is carried out in accordance with the Regulations on the Organization of Academic Mobility.

Application Procedure for Participation in Academic Mobility

• Submission of an application to the Department of International Cooperation and Internationalization.

The following documents are required to implement academic mobility:

• student’s application;
• copy of the identity card or passport;
• learning agreement;
• letter of recommendation;
• academic transcript;
• student’s individual study plan;
• medical certificate (copy of fluorography/X-ray examination) or medical certificate for students travelling abroad;
• language proficiency certificate (English — IELTS, TOEFL; Turkish, Spanish, German, etc. — language proficiency certificate at B2 level or above), if available (for students travelling abroad);
• written consent of the parents.

Coordination of the student’s Individual Study Plan (ISP) with the Dean’s Office by the Academic Mobility and International Relations Coordinator in accordance with the Individual Study Plan of the host university:

• After approval of the ISP, completion of the application and Learning Agreement in three copies: one for the Institute, one for the host university, and one for the student;
• Arrival of the student at the host university with the complete set of documents and the Institute’s official order;
• Issuance of a transcript to the student by the host university upon completion of the academic mobility study period.

Kazakhstan Credit Transfer System Based on ECTS

• In order to ensure academic mobility of students and recognition of educational programs (at all levels and forms of higher and postgraduate education) within the European Higher Education Area, Kazakhstan credits must be converted into ECTS credits.
• An academic credit within ECTS is a unit measuring the workload required to study a course, including both classroom activities and independent student work. One ECTS credit is equivalent to 25–30 academic hours.
• The conversion of Kazakhstan credits into ECTS credits and vice versa is carried out on the basis of conversion coefficients.
• The conversion of ECTS credits into Kazakhstan credits is carried out by dividing the number of ECTS credits by a conversion coefficient depending on the workload of one ECTS credit for each course and the level of the educational program. For Bachelor’s degree programs, the conversion coefficient ranges from 1.5 to 1.8. Credits are calculated in whole units.
• The conversion of Kazakhstan credits into ECTS credits is carried out by multiplying the number of Kazakhstan credits by the conversion coefficient specified in Paragraph 4, depending on the workload of one Kazakhstan credit for each course and the level of the educational program.
• These conversion coefficients are used to convert credits for theoretical studies, including classroom activities and independent student work.
• The ECTS grading scale includes five passing grades, from “A” to “E”, an “FX” grade that may be retaken or corrected, and an “F” grade without the award of credits.
• The knowledge assessment system based on the point-rating letter grading system for assessing students’ academic achievements includes ten passing grades, from “A” to “D”, which provide for the award of credits, and one unsatisfactory grade, “F”, without the award of credits.
