Saltanat Zhakayevna Nurgaliyeva is a Candidate of Economic Sciences and Associate Professor. She graduated from E.A. Buketov Karaganda State University with a degree in Accounting, Control and Analysis of Economic Activity. She also graduated with honours from the Kazakh University of Humanities and Law with a degree in Jurisprudence.

She began her professional career in the state revenue authorities. From 1999 to 2003, she worked at the Tax Committee for the City of Pavlodar under the Tax Department of Pavlodar Region, progressing from Chief Specialist and Head of the Taxpayer Relations Sector to Head of the Audit Department. From 2003 to 2019, she continued her professional career at the State Revenue Department for Pavlodar Region under the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, where she held the positions of Head of Department and Head of Division.

Since 2019, S.Zh. Nurgaliyeva’s professional career has been associated with higher education and university administration. From 2019 to 2021, she served as Dean of the Faculty of Business, Education and Law at Innovative University of Eurasia. From 2021 to 2022, she served as Director of the Administrative Department and Head of the Rector’s Office at Pavlodar Pedagogical University. From 2022 to 2026, she held the position of Corporate Secretary at Alkey Margulan Pavlodar Pedagogical University.

S.Zh. Nurgaliyeva currently serves as Vice-Rector for Academic Affairs and Strategic Development at A.K. Kussayinov Eurasian Humanities Institute.

Her professional interests include strategic management and development of higher education institutions, academic affairs, corporate governance, financial and economic management, quality assurance in higher education, institutional development, and the improvement of university management processes.

S.Zh. Nurgaliyeva regularly undertakes professional development in strategic management, corporate governance, higher education quality assurance, and leadership. She has completed professional development programmes in Strategic Management in Higher Education Institutions and Developing the Professional Readiness of University Faculty in the Context of Innovative Transformation at the Orleu National Center for Professional Development, as well as training in preparing institutional self-evaluation reports for specialized accreditation provided by the Independent Agency for Quality Assurance in Education (IQAA).

In the field of corporate governance, she has completed specialized training in Systemic Skills of a Modern Corporate Secretary and The Role of the Corporate Secretary in the Effective Organization of the Board of Directors, as well as programmes covering the role of independent directors, ESG and sustainable development, interaction between Boards of Directors and Management Boards, corporate secretaries, and ombudsmen. In 2024, she received the BID NACG Independent Director Certificate from the National Academy of Corporate Governance.

In 2026, she completed professional development training in Strategic Management and Leadership in Modern Organizations within the framework of international cooperation and continuing education in Finland.
